sendrules layers four-tier limits (rule, provider, rule-provider, mailbox) with queue-don't-drop semantics. Your burst is absorbed, drained across the providers you have attached, and completes when it can — instead of dropping messages at the first rate-limit. Daily mail on a separate rule never gets touched.

When any of the four limit tiers is exhausted, sendrules queues the send with a retry-at deadline instead of erroring out. Midnight-UTC release drains the queue as caps reset.
